Empowering Low-Carbon Development in Universities: BJ ENERGY INTL Participates in the Release of Two Group Standards

Recently, two group standards—Guidelines for the Construction of Low-Carbon Universities (Standard No. TBEPIA 0005-2025) and Energy Delicacy Index System for Colleges and Universities (Standard No. TBEPIA 0006-2025)—co-developed with significant contributions from Beijing Jingneng International Integrated Smart Energy Company, were officially approved and released by the Beijing Electric Power Industry Association. These standards represent a key step in implementing national energy-saving and emission-reduction policies and further enhance the low-carbon standard system in the education sector.




Closely aligned with China’s dual carbon strategy, both standards are tailored to the unique characteristics of universities as major energy consumers and vital educational platforms. The Guidelines for the Construction of Low-Carbon Universities focus on key areas in developing low-carbon campuses and establish a full-chain action framework covering construction, renovation, operation, and management across four major systems: low-carbon energy, resource utilization, solid waste treatment, and low-carbon public facilities. The Energy Delicacy Index System for Colleges and Universities innovatively outlines the general principles and technical requirements for energy management indicators in universities. It defines four core dimensions—energy efficiency, energy supply quality and reliability, economic performance, and environmental impact—providing a precise roadmap for fine energy management in higher education. By offering replicable and assessable solutions, the two standards will further accelerate the green and low-carbon transformation of universities across the country.
