BJ ENERGY INTL’s Tongliao 2.38 Million KW Wind Power Base Project Kicked off

On July 19, 2023, the groundbreaking ceremony of Beijing Energy International’s Tongliao 2.38 million KW wind power base project was held in the construction site of Gaolintun, Horqin District, Tongliao City, Inner Mongolia Autonomous Region. Attendees include Meng Xiandong, member of the Standing Committee of Party Committee of the Inner Mongolia Autonomous Region and party secretary of Tongliao Municipal Committee, Morigen Batu, member of the Standing Committee and secretary general of Tongliao Municipal Committee, Xuan Dongsheng, deputy mayor, and other municipal officials and heads of relevant units directly under the municipal government; Kan Xing, deputy party secretary of the Party Committee and president of Beijing Energy Holding (BEH), Sui Xiaofeng, vice president, and Su Yongjian, head of the Energy Investment Department of BEH; Zhang Ping, chairman of the Board of Directors of Beijing Energy International, Zhu Jun, president, and Jin Xin, vice president of Beijing Energy International; Xu Pengcheng, member of the Standing Committee and vice president of PowerChina, Zou Shengping, party secretary and chairman of PowerChina Jiangxi Electric Power Construction Co., Ltd., Fan Xianguo, chairman of Longma Holding Group, and other enterprise representatives attended the event. The ceremony was presided over by Sui Xiaofeng.




Zhang Ping delivered a welcome speech at the groundbreaking ceremony. He pointed out that the 2.38 million KW wind power base project in Tongliao is the first approved new energy base project of Beijing Energy International, and the smooth commencement of the project is the result of joint efforts of all parties, which is an important milestone in the development of the company. He said that the company will join hands with all parties under the strong support of leaders at all levels of Tongliao and BEH, to strengthen communication and foster a strong synergy, effectively utilize the construction time, and strive to achieve early completion and production efficiency, and build the project into a high-quality and demonstrative one. To explore a broader field of cooperation, all parties will pool their advantages, actively cultivate and develop the new energy industry chain under win-win cooperation, make this project exemplary and more fruitful, facilitate local energy structure transformation and upgrading, boost regional economic and social benefits, and contribute to the early realization of the dual carbon goal in Inner Mongolia.




At the ceremony, Kan Xing first expressed his gratitude on behalf of BEH to the leaders of Inner Mongolia, Tongliao Municipal Party Committee and Municipal Government and other partners that have supported the development of BEH and conveyed his best wishes to all. He emphasized that the project is the largest single-capacity project invested by BEH in 2023, and it is also a signature project of cooperation between Beijing and Inner Mongolia, which will be instrumental in promoting Tongliao’s energy security and green transformation and development. Going forward, BEH give input into the project with firmer determination, highly specialized team and pragmatic actions, to accelerate the construction process and launch it into operation soonest possible, enable it to become a new starting point along the new journey, help Tongliao build itself into a Pearl in the North with a prosperous population and green ecology, and promote its high-quality economic and social development, and make greater contributions to the green transformation and development of energy industry.




Meng Xiandong announced the commencement of the 2.38 million KW wind power base project in Tongliao and pressed the kick-off device together with the guests present in a warm applause.

The project is included in the list of the second batch of national large base construction projects. It consists of 1.38 million kilowatts of wind power base project in Horqin District for the purpose of ecological improvement and 1 million kilowatts of wind power base project in Horqin Zuoyi Houqi Banner for the purpose of desert control. The two construction sites are located in Tongliao, with a planned total installed capacity of 2.38 million kilowatts and an investment of 17.7 billion yuan. The generated electricity will be sent to Shandong Province for consumption through the 800 DC UHV transmission channel connecting Zhalute and Qingzhou.

After the completion of the project, it is estimated to produce 7.5 billion kWh of clean electricity every year, equivalent to saving about 2.61 million tons of standard coal, reducing about 6.34 million tons of carbon dioxide emissions, about 22,000 tons of sulfur dioxide emissions and about 33,200 tons of nitrogen oxide emissions. It will be critical for Tongliao’s energy structure adjustment, energy security, rural revitalization and economic and social development, and create surging momentum into the high-quality development of energy industry.
