BJ ENERGY INTL Holds Kick-off Meeting for the Supporting Power Base of Songliao Clean Energy Base Power Transmission to North China Project
On April 22, the kick-off meeting for the supporting power base of the Songliao Clean Energy Base Power Transmission to North China Project was held in Shenyang, Liaoning Province. The meeting was organized by Beijing Energy International, aiming to leverage its leading role in power source development, coordinate the preparation of the integrated feasibility study report, support the advancement of quota allocation, land verification, and transmission planning studies, organize discussions on the “joint participation, separate operation” model, and facilitate the signing of long-term cooperation agreements. Attendees included Wang Zhiwei, Second-Level Inspector of the Beijing Municipal Development and Reform Commission Xu Tiejun, Second-Level Inspector of the Heilongjiang Provincial Development and Reform Commission; Tian Zengyao, Deputy Chief Engineer and Director of the Development Planning Department of the Northeast Branch of State Grid Corporation of China; Liu Guobin, Member of the Party Committee and Vice President of China Electric Power Planning & Engineering Institute (EPPEI); Zhang Ping, Executive Director and President of Beijing Energy International; and Ni Hai, Party Secretary and Chairman of Northeast Electric Power Design Institute (NEPDI).

The meeting brought together representatives from government departments of Beijing, Heilongjiang Province, and Daqing City, as well as energy regulatory authorities, grid companies, and project investors, constructors, and design institutes. Through in-depth analysis and extensive discussions, all parties reached broad consensus and achieved the expected objectives of the meeting.

In his concluding remarks, Zhang Ping noted that the meeting marks the project’s entry into a new stage of comprehensive and coordinated advancement. He emphasized three key priorities for the next phase: first, establishing a regular coordination mechanism, with monthly progress updates and quarterly reviews to promptly address bottlenecks; second, putting in place an efficient communication mechanism, with designated liaison personnel to ensure information sharing and coordinated handling of major issues; and third, strengthening end-to-end coordination and implementation, with clearly defined responsibilities and timelines to ensure seamless progress across all stages. The company will fully fulfill its leading role and responsibility, work closely with all parties to overcome challenges, and strive to build a high-quality benchmark project, contributing to the safeguarding of the capital’s energy security and the promotion of green and low-carbon transition.
Participants also included representatives from the Daqing Municipal Development and Reform Commission, State Grid Jilin Electric Power Company, State Grid Heilongjiang Electric Power Company, SPIC Jilin Energy Investment Co., Ltd., Daqing Oilfield Company Limited Daqing Oilfield Company Limited, Daqing City Urban Development Group Co., Ltd., as well as Wu Chaoke, Vice President of Beijing Energy International, Fan Liyun, Engineering Director, Li Jian, General Manager of the Jilin-to-Beijing Power Transmission Project Management Company, and Wang Ruotao, Deputy Head of the Base Coordination and Green Hydrogen Industry Preparation Group, among others.
