Beijing Energy will gradually put in place a faster decision-making process, advocate the system featuring the responsibility of leading departments, and provide group development support for the funding of Beijing Energy International’s projects expansion. Beijing Energy International should make every effort to do all the required work in the first year of the “14th Five-Year Plan” period in terms of business development. First, it should be accurately oriented, implement professional management and scale operation, adhere to the principles of “wind-solar energy strategy, and extended energy storage”, pay attention to differentiated competition, reasonably control costs, identify core competitive advantages, and implement differentiated implementation of regional and location-based business expansion. Second, it should make detailed planning and seize industry opportunities. Efforts should be made to identify business landscape, put some focus on projects with strategic development prospects, and actively promote the expansion of projects in Beijing-Tianjin-Hebei and Pan-Beijing-Tianjin-Hebei; attach importance to the landscape of project formats, focus on wind power and photovoltaics, actively expand integrated energy, and pay attention to the coordinated development of hydrogen energy; closely integrate local energy consumption and energy delivery to other places to ensure the safety of business development. Third, efforts should be made to continue to increase reserves for early-stage projects, build “benchmark projects” for ongoing construction, and put benefit first in conducting overseas projects. Fourth, efforts should be made to attach great importance to risk management and control, adopt bottom-line thinking, focus on ability matching, identify responsibilities, and make hierarchical and segmented decision-making. Fifth, sustained efforts should be made to enhance team building by raising the political awareness of state-owned enterprises in the capital. Efforts should be made to further give play to the role of the Party organization in “setting up the direction, managing the overall situation, and ensuring implementation”, blazing a trail of team building with the characteristics of Beijing Energy International.
